Deborah L. Rice-Johnson, President, Highmark Health Plan, Highmark Inc.
Deborah Rice-Johnson serves as president, Highmark Health Plan for Highmark Inc. In this role, she is responsible for providing senior leadership and strategic direction for Highmark’s core health insurance business, serving 5.3 million customers and managing more than $15 billion in revenue. Additionally, Rice-Johnson has responsibility for Highmark’s product management and development, provider and clinical services, sales, marketing and strategic planning.
Rice-Johnson is also responsible for Highmark’s insurance-based subsidiaries: United Concordia Dental (UCD), HM Insurance Group (HMIG) and HVHC Inc., which includes optical retailer Visionworks and managed vision care provider Davis Vision.
Rice-Johnson successfully guides the organization with one overarching vision: to provide all members of the community with access to affordable, quality health care. She strives to ensure customer needs are met by preserving health care choice and delivering a better experience to members through improvements to quality, efficiency and administration of care delivery. Rice-Johnson continues to be instrumental in leading Highmark through unprecedented industry change driven by health care reform.
With more than 25 years of experience in the health insurance industry, Rice-Johnson has held a variety of management positions at Highmark and its predecessor company in the areas of strategic development, operations, information technology and customer service.
Active in the community, Rice-Johnson has a long-record of board governance and volunteer leadership, actively serving on the board of the American Association of People with Disabilities, the Pittsburgh Penguins Foundation, the United Way of Allegheny County, the Epilepsy Foundation Western/Central Pennsylvania, Carlow University and the Whitaker Center. Additionally, she serves as board president for Variety the Children’s Charity.
Rice-Johnson holds a bachelor’s degree in business management from Carlow University. In 2014, she was named as one of five Carlow Laureates – Carlow University's most prestigious alumni honor.
